Abstract
The toursm region growth often indicates the decline of the environmental carrying capacity , including the conflict consequence in the can ing capacity and the spatial use. The un-control of the spatial growth and resources advantage is the effect of the increasing development policy that cause the damage of the en iron mental function. The experiment was carried out at the mangrove areas: of Prapat Benoa RTK 10 co ers an area of 1 373.50 hectare (Ha} lt \l as observed that the quality degradation at the mangrove areas was st111 going on due to the development of hatchery dumping of rubbish STP (sewage treatment plant) estuary dam etc. A huge change in its application would threaten the stability of the mangrove. To anticipate the misisue of the area the local government of Bali had change the status of the area to be Tahura in order to reserve the area and manage the area through environment de elopment and tourism. The existing condition is alarming due to the negatif impact of the development and lack of monitoring eventhough the environment impact assessment had be carried out. The total area had declined from l 373.50 to 708.33 Ha. The degradation would he more serious if the new investors will occupy the other 10 % of the application zone or about 44.8 Ha at the area
